Notes from September in September's Notebook:
"It was August's breach of protocol to protect Christine Hollis—despite our colleagues' warning that she was of no consequence—that allowed me to recognize that I too had become attached to humans, specifically Walter and Peter Bishop. August's end made it clear to me that I could not be as open as he was regarding my affinity for the Bishops, or I too would suffer his fate."

Notes from September in September's Notebook:
"December assumed the position of our mission leader. He demanded an explanation for my oversights, first with Walter, and then when Peter was not erased from the timeline after stepping into the Machine. December also gave the orders to apprehend me from Walter's lab so that I could be punished. They hid the universe from me, until Peter's assistance with the beacon allowed me to find my way back."
Anomaly XB-6783746 / Michael / Anomaly XB-6783746 / Michael
Originally an early Fringe case, it was later revealed that he was an Observer created in a lab from September's genetic material, making September his father. He was called Michael by his adoptive family. He was considered an anomaly by the Observers because he naturally possessed an incredible emotional capacity as well as the expected intellectual capacity.
Peter wasn't technically an Observer; he wasn't created in a lab from donated genetic material. But it could be reasonably argued that for all intents and purposes he would have become an Observer if the tech he put in his head hadn't been removed before it had a chance to fully mutate his brain.
